- Digital Agenda: Commission queries French regulator's proposal to set higher wholesale prices for Free Mobile, Lycamobile & Omea Telecom; starts investigation

(13 April 2012) The European Commission has expressed serious doubts about the plans of the French telecoms regulator (ARCEP) to set higher mobile termination rates (MTRs) for Free Mobile, Lycamobile and Omea Telecom. MTRs are the rates mobile networks charge other networks for delivering voice calls, and are ultimately included in the prices customers pay for calls. ARCEP has already fixed cost-based MTRs for existing mobile operators in France as from January 2013, in accordance with EU rules. ARCEP now proposes to set MTRs at a higher level to compensate these new mobile entrants for the prices they pay to use existing mobile networks and the claimed financial effects resulting from traffic imbalances. The Commission has serious doubts about ARCEP's justification of higher MTRs on the grounds that it is more expensive for new companies to provide call termination services. For these reasons, the proposal might not comply with EU telecoms rules.

- Digital Agenda: Commission consults on rules for wirelessly connected devices - the "Internet of Things"

(12 April 2012) The "Internet of Things" (IoT) is a future in which everyday objects such as phones, cars, household appliances, clothes and even food are wirelessly connected to the Internet through smart chips, and can collect and share data. The European Commission wants to know what framework is needed to unleash the potential economic and societal benefits of the IoT, whilst ensuring an adequate level of control of the devices gathering, processing and storing information. The information concerned includes users' behavioural patterns, location and preferences. The Commission wants to ensure that the rights of individuals are respected and is launching a public consultation inviting comments by 12th July 2012.

(Deadline: 07/05/2012) The study is an impact assessment of a new JTI resulting form the merging of the 2 existing JTIs (ENIAC and ARTEMIS) and the corresponding strategic research agenda (SRA), as well as the possible inclusion of the microsystems activities of the EPoSS ETP. It will provide a support in the preparation of the Commission's proposal on the setting up of this potential JTI and its governance and financial rules to be implemented.

- EU-US cooperation on eHealth workshop at eHealth Week 2012 - Agenda and Registration

The objective of the workshop is to present and discuss current and future perspectives of EU and US cooperation on eHealth matters. The workshop will provide an opportunity to review on-going collaborations, including those developed in the context of the Memorandum of Understanding (MoU) on cooperation surrounding health information and communication technologies. Most notable amongst this work is the jointly developed EC-HHS roadmap for the development of internationally recognised interoperability standards and interoperability implementation specifications for electronic health information systems.

(10 April 2012) SALAR, the Swedish Association of Local Authorities and Regions (Sveriges Kommuner och Landsting - SKL, in Swedish) has recently launched the 'Centre for eSociety' - CeSam (Center foer eSamhaellet, in Swedish) to accelerate the development of digital welfare services across Sweden's municipalities, counties and regions. CeSam's work is run in close cooperation with SALAR's divisions in the following activity areas: eHealth, school, business and labour, town planning, traffic, environment, culture, leisure and hospitality, democracy and participation, support, and structural conditions.

- European Innovation Partnership on Active and Healthy Ageing - The Marketplace for Innovative Ideas is open for business

(3 April 2012) A new website, the "Marketplace for Innovative ideas" has been launched as part of the European Innovation Partnership on Active and Healthy Ageing. The Marketplace is an interactive website designed to help those that are interested and involved in the Partnership to work together and develop their innovative ideas. The Marketplace will also include an online workspace for the Action Groups of the Innovation Partnership once they are formed this summer, and will provide more information about the Reference sites once they are selected in 2013.
