- Digital Agenda: Commission calls on Polish telecoms regulator to improve access to fibre network

(27 August 2012) The European Commission has called on the Polish telecoms regulator (UKE) to amend or withdraw its proposal to give alternative operators only limited access to Telekomunikacja Polska's (TP) fibre networks. In the Commission's view, UKE's decision could have a negative effect on competition and the future development of fibre networks, and thus limit offers available to consumers and businesses.

- W3C/WAI Symposium on Text Customisation - call for contributions

(27 August 2012) The W3C WAI Research and Development Working Group (RDWG) is calling for contributions to the online symposium on Text Customization for Readability. This symposium brings together researchers, practitioners, and users with disabilities to explore the needs of people with low vision, dyslexia, and other conditions and situations that impact reading. It promotes new research, ongoing research, and analysis of past research related to text customization for readability. The goal is to encourage user agent developers, standards developers, policy makers, web designers, and others to provide specific functionality in mainstream web products by helping them better understand and implement text customization. The Symposium is developed with support of the EC-funded WAI-ACT Project. Deadline for abstract submission is 24 September 2012.

Event organised just the day after the ICT Proposers' Day 2012. The event will provide the participants with a unique opportunity to meet key actors in the Software and Services sector and to support the creation of project consortia in response to the calls of the FP7 ICT Work Programme 2013. High-level participants from the private and public sectors have been invited to this Members Day, which is dedicated to discussing relevant NESSI topics such as the first Work Programme of the upcoming framework programme for research and innovation Horizon 2020, developments for PPPs and ETPs in the next framework programme and research activities in areas like Future Internet, Big Data and Cloud Computing.

The Social Europe guide is a bi-annual publication aimed at providing to an interested but not necessarily specialized audience a concise overview of specific areas of EU policy in the field of employment, social affairs and inclusion. It illustrates the key issues and challenges, explains policy actions and instruments at EU level and provides examples of best practices from EU Member States. It also presents views on the subject from the Council Presidency and the European Parliament. The third volume in this series gives an overview of the main demographic trends faced by Europe, such as ageing, a decrease in the working age population and declining fertility. It describes the EU's actions to promote active ageing, and explains EU policy efforts to ensure adequate, safe and sustainable pensions for the decades to come. This publication is available in English, French and German.

- Digital Competence in practice: An analysis of frameworks

With the 2006 European Recommendation on Key Competences, Digital Competence has been acknowledged as one of the 8 key competences for Lifelong Learning by the European Union. Digital Competence is a transversal key competence which enables acquiring other key competences (e.g. language, mathematics, learning to learn, cultural awareness). This report is part of a project on Digital Competence (DIGCOMP), launched by JRC-IPTS IS Unit under an Administrative Agreement for DG Education and Culture with an objective to contribute to better understand and develop Digital Competence in Europe. The report also contributes to the second work package of the project, by mapping and analyzing case studies where Digital Competence is being developed, acquired, and assessed or certified.
