Calls for projects to support the European Innovation Partnership on Active and Healthy Ageing

(3 January 2012) Two European funding programmes opening in the first months of 2012 will support the implementation of the European Innovation Partnership on Active and Healthy Ageing. Firstly, the call under the Health Programme is now open, with a closing date of 9 March 2012. An information session will be held on 11 January 2012 in Brussels, registration by January 9 at the latest. The call will cover three different types of action: (a) seed money for pilot projects on change of care delivery including chronic disease management; (b) support for a partnership approach towards change in care delivery; and (c) supporting older people's health. Another call, under the ICT Policy Support Programme as part of the Competitiveness and Innovation framework Programme (CIP), will open shortly (1 February), with as closing date (tbc) of 15 May 2012. The draft work programme is already available online (http://ec.europa.eu/ict_psp). Within the work programme Theme 3 will cover topics related to most of the priority actions identified as part of the Strategic Implementation Plan of the EIP. A specific information day on Theme 3 will be organised in Brussels mid-February and will be announced in this newsletter as soon as possible. A general information day will be organised on 3 February in Brussels.

Horizon 2020: Commission proposes €80 billion investment in research and innovation, to boost growth and jobs

(30 November 2011) The European Commission has today presented a package of measures to boost research, innovation and competitiveness in Europe. Commissioner Máire Geoghegan-Quinn has announced Horizon 2020, an €80 billion programme for investment in research and innovation. Commissioner Androulla Vassiliou has put forward a Strategic Innovation Agenda for the European Institute of Innovation and Technology (EIT), which will receive €2.8 billion of funding under Horizon 2020. In parallel, Vice-President Antonio Tajani has announced a complementary new programme to boost competitiveness and innovation in SMEs, with an additional budget of €2.5 billion. The funding programmes run from 2014 to 2020.

PRESS RELEASE
European Commission seeks public input on measures to break down barriers to disabled people

(13 December 2011) Today, the European Commission launched a public consultation on its future plans for breaking down barriers to Europeans with disabilities. The consultation will help the Commission to prepare its proposals for a European Accessibility Act, planned for autumn 2012. The initiative aims to ensure that people with disabilities have access, on an equal basis with others, to the physical environment, to transport and to information and communication services. It will also benefit people with limited mobility, such as the elderly. The consultation – itself fully accessible – is aimed at gathering views from businesses, people with disabilities and the general public and will remain open until 29 February 2012.

Digital Agenda Progress Report 2011

(22 December 2011) The annual report provides an overview of progress on the actions of the Digital Agenda for Europe, updating the list of completed actions since the Digital Agenda Scoreboard in May 2011, and outlining the work ahead. This document is part of the efforts of the European Commission on the implementation and governance of the Digital Agenda, further to other activities in 2011 including the Digital Agenda Scoreboard, the Digital Agenda Assembly, and the Digital Agenda Going Local. The overall aim of the Digital Agenda is to deliver sustainable economic and social benefits from a digital single market based on fast and ultra fast internet and interoperable applications. The Digital Agenda is a key component of the Europe 2020 strategy to provide growth and jobs in a sustainable and inclusive manner.

Playmancer project was selected as "best 2011 European video game for health"

(10 December 2011) The Playmancer project was selected as "best 2011 european video game for health", at the Fun & Serious Game Festival (8-9th November, Bilbao, Guggenheim Museum). Playmancer is an FP7 project funded by D2 Networked Media Systems. PlayMancer is implementing a new Serious Game environment, by augmenting existing 3D gaming engines with new possibilities. The motivation behind PlayMancer project is to investigate the potential of games in the Health Care sector. Its multidisciplinary team is composed of doctors,engineers, and computer experts, exploring innovative health treatments based on new technologies.

Commission consults on review of current regime for technology transfer agreements

(12 December 2011) The European Commission invites comments on the application of EU antitrust rules for the assessment of technology transfer agreements, i.e. patent, know-how and software licensing. The current regime consists of a block exemption regulation ("TTBER"), that creates a safe harbour for certain non problematic agreements, and guidelines on the application of the TTBER as well as on the assessment of agreements that fall outside the TTBER. The regime has the aim to strengthen the incentives for research and innovation, facilitate the diffusion of intellectual property and stimulate competition. The current TTBER, which entered into force in May 2004, will expire in April 2014. In light of stakeholders' submissions, the Commission will make a proposal on how to assess technology transfer agreements after the expiry of the current TTBER in April 2014.

6th European eAccessibility Forum: eAccessibility at the core of information systems

The numerous political initiatives and the increasing financial involvement of firms attest of the growing attention to e-Accessibility. It was still, a few years ago, a question limited to specialists. Today, however, it is a regular preoccupation in the ICT sector. But this achievement must be nuanced. Nowadays, e-Accessibility is still considered as a supplement to the information system development: features dedicated to the disabled population, facultative feature, economical investment detached from any return on investment, e-Accessibility is often thought as an external problem, peripheral to the development of the Information Society. But it appears more and more clearly that this externalizing perspective is one of the most important reasons of the difficulties of e-Accessibility development. Technically, any underestimate of accessibility at the earliest design stage of a device or a website implies a complex and costly reengineering. Economically, it restricts the target of e-Accessibility to the disabled persons, which prevents decision makers to apprehend the larger benefits for companies and society as a whole. Finally, politically, this limited perspective turns us away from the juridical paradigm stating that society, not the individual, is responsible for any disability and, from this point of view, that accessibility is a primordial need for everyone. For all these reasons, putting e-Accessibility at the core is an urgent technological, economical and socio-political necessity. It is in this context that the Institute of e-Accessibility (IAN) organizes the 6th European Forum on e-Accessibility on the theme: "Putting e-Accessibility at the core of the information systems". Registration is now open.

Ninth International Cross-Disciplinary Conference on Web Accessibility

The internet has changed the way people search, access, consume and produce information. There is, however, still significant potential waiting to be exploited. Beneath the surface of the web there are a number of phenomena such as trends and patterns in information structure and in user behaviour that can shape the way users behave and interact. Where accessibility is concerned, web content plays a central role in an ecosystem where user agents, authoring tools, crowd-sourcing frameworks and testing tools determine how accessible the internet really is. As these components develop their mere activity and interplay produces large amounts of data. For instance, thousands of testing reports are being generated every day by automatic tools and auditors. Crowd-sourcing tools are facilitating a myriad of accessibility fixes and providing guidance to users. The conference will look at how data produced by the accessibility ecosystem, such as users and tools, and intentionally uploaded data can yield invaluable knowledge.

Proceedings of the Accessibility Reaching Everywhere Conference

The AEGIS project organised its final Workshop and 2nd International Conference "Accessibility Reaching Everywhere" on 28-30 November 2011 in Brussels, bringing together both end-users (people with disabilities) as well as platform and application accessibility developers, representative organisations, the Assistive Technology industry, and policy makers. This 3-days event came ahead of the European Day of People with Disabilities that was marked by the European Commission via a policy conference (1-2 December 2011), in close cooperation with the European Disability Forum (EDF). The workshop on 28 November focused on the realisations of the AEGIS project and provided attendees the opportunity to try out all outcomes of the project. The demonstrated products offer barrier-free access to desktop, mobile and web applications, are open source based and freely available. The conference on 29-30 November gathered a wide array of experts, end-users and their representative organisations, designers and developers, as well as gatekeepers (service providers) and local, national and European policy makers from 28 countries to discuss scientific and policy developments in accessible technology; showcase relevant projects and initiatives in the area of assistive technology.
