Scientific data: open access to research results will boost Europe's innovation capacity

(17 July 2012) The European Commission today outlined measures to improve access to scientific information produced in Europe. Broader and more rapid access to scientific papers and data will make it easier for researchers and businesses to build on the findings of public-funded research. This will boost Europe's innovation capacity and give citizens quicker access to the benefits of scientific discoveries. In this way, it will give Europe a better return on its EUR 87 billion annual investment in R&D. The measures complement the Commission's Communication to achieve a European Research Area (ERA), also adopted today.

European Commission targets barriers to Single Market for research and innovation

(17 July 2012) The European Commission has set out concrete steps Member States should take to achieve the European Research Area (ERA), a Single Market for research and innovation in Europe. The goal is to enable researchers, research institutions and businesses to better move, compete and co-operate across borders. This will strengthen Member States' research bases, increase their competitiveness and allow them to work together more effectively to tackle major societal challenges, such as climate change, food and energy security and public health. To help achieve the European Research Area, the Commission has also today signed a Joint Statement and Memorandums of Understanding (MoUs) with organisations representing key research organisations and research funding bodies. The proposals are a response to the deadline set by EU leaders to make the European Research Area a reality by 2014.

(12 July 2012) In this policy statement Vice-President Kroes outlines her thoughts on how to spur investment into the rollout of very high speed broadband networks.

CALL FOR TENDERS

Study "Future electronic communications markets subject to ex-ante regulation (Recommendation on relevant markets)" (SMART 2012/0007)

(Deadline: 17/09/2012) The study aims at assisting the Commission with the review of the recommendation on relevant markets, and will consist of: (i) an assessment of whether the boundaries of the relevant markets have to be adjusted, whether all the markets in the current recommendation (whether or not with adjusted boundaries) still warrant ex ante regulation or regulation should be withdrawn and whether any new markets (including trans-national ones) can be identified; and (ii) an assessment of the impact of altering the list of relevant markets.

Mobile broadband - Competitive dynamics and policy implications

What role can mobile broadband play in meeting the targets of the Digital Agenda of Europe? Is there a need to further expand spectrum for mobile broadband through a second digital dividend? How can mobile operators finance investments in network upgrades and new spectrum? These are some of questions that will be addressed during the international conference that will bring together representatives from the mobile industry, the European Commission, BEREC, national regulators, and academia. The conference fee is EUR 789/person.

European Prizes for Innovation in Public Administration

(13 July 2012) The European Commission plans to award up to nine Prizes for Innovation in Public Administration following a contest. The prizes will reward excellence and innovation in successful, already running, and innovative public initiatives managed by any national, regional or local public administrations from EU Member States or Associated Countries of the Research Framework Programme. They will have made significant improvements in citizens' lives by strategies, services, networks, processes and infrastructure offered by public Administrations troughout Europe. The awarded money of 100,000 EURO per prize winner will be used by the winning public administration to scale up and expand their initiative thereby leveraging and inducing further excellence and innovation in public administration. The contest will open on 17 September 2012 and close on 15 February 2013.

Study on European Internet traffic: monitoring tools and analysis - SMART 2012/0046 - 2012/S 133-220198

(Deadline: 07/09/2012) The subject of the Contract is the collection and analysis of European Internet monitoring tools and methodologies. This will be done through a gap analysis for monitoring tools and methods and through the deployment of specific proof of concept use cases. Finally a set of recommendations based on the analysis will be produced in order to address the needs in this area. Those recommendations will be targeted to the appropriate European audience (scientific community, Internet Service providers, policy Makers).

Final conference of REACH 112 pilot shows that 112 emergency call centers could be accessible

(10 July 2012) Emergency services and the European emergency number 112 are currently not fully accessible to the deaf and hard of hearing. In this context, the EU-funded REACH112 project (Responding to All Citizens needing help) was closed end of June in Santiago de Compostela, Spain. "This 3-year project clearly demonstrated that communication solutions such as Total Conversation, a combination of voice, video and live text can be implemented for person-to-person communications and for 112 accessibility", commented Uberto Delprato, Project Coordinator of REACH112. During the final conference, deaf associations, emergency services and telecommunication providers got acquainted with the technological solutions deployed and tested during the three last years in five pilot countries (France, the Netherlands, Spain, Sweden and the UK).
