PRESS RELEASE
New Telecoms Rules enter into force

(18 December 2009)New EU telecoms rules will officially become EU law tomorrow following their publication in today's Official Journal of the European Union. The new rules composed of the Better Regulation Directive and the Citizens' Rights Directive will need to be transposed into national laws of the 27 EU Member States by June 2011. The new Regulation establishing the new European Telecoms Authority called "Body of European Regulators for Electronic Communications (BEREC)" is directly applicable and will enter into force in 20 days. BEREC will provide a force for consistent regulation across Europe strengthening the single telecoms market. This final step in the EU legislative process follows the final agreement between the European Parliament and Council in November.

PRESS RELEASE
A new digital strategy for Europe on the agenda of the Telecoms Council, 18 December 2009

(17 December 2009)The Telecoms Ministers of the 27 EU Member States will meet at the Telecoms Council in Brussels on 18 December 2009 to agree on priorities for a new European digital strategy in 2020. This strategy should help EU countries to recover from the financial and economic crisis, while speeding up the move towards a smart and green economy. The EU 2020 strategy will build on the successes of the Lisbon strategy since its relaunch in 2005 and address some of its shortcomings. The European Digital Agenda is one of the key elements announced by the President of the European Commission, Jose Manuel Barroso, in his political guidelines for the new Commission (IP/09/1272) and in the EU's future EU2020 strategy (IP/09/1807; see also SPEECH/ 09/336). At this Telecoms Council, the European Commission will be represented by Viviane Reding, EU Commissioner for Information Society and Media.

Telecoms: European Commission urges German telecoms regulator to create better conditions for competition in the retail access market

(17 December 2009)The European Commission has sent a letter to the German telecoms regulator, Bundesnetzagentur (BNetzA), calling on it to make the provision of fixed subscriber lines more competitive. Today the market is still dominated by the incumbent operator, Deutsche Telekom (DT). While Deutsche Telekom's offer means that other operators can sell-on to consumers the use of land lines that they have leased from the incumbent, Deutsche Telekom charges these operators the same price as it does its own consumers. This makes it harder for alternative operators to offer consumers a competitive deal. The Commission wants the German regulator to oblige DT to make its land lines available to other telecoms operators. It also asks BNetzA to supervise wholesale prices for alternative operators providing competing services using Deutsche Telekom's network.

Teachers in Europe believe that creativity is fundamentally important at school and that ICT can help enhance it

(17 December 2009)The European Commission has presented the results of the first-ever survey on creativity and innovation in schools. The results show that 94% of European teachers believe creativity is a fundamental competence to be developed at school, and 88% are convinced that everyone can be creative. In order to achieve that, Information and Communication Technologies (ICT) are considered very important among teachers (80%): computers, educational software, videos, online collaborative tools, virtual learning environments, interactive whiteboards, and free online material and courses. These results were presented at the Closing Conference of the European Year of Creativity and Innovation in Stockholm, 16 - 17 December.

Commission launches consultation on EU 2020: a new strategy to make the EU a smarter, greener social market

(18 December 2009)The Commission has issued a public consultation document on giving the EU economy a brighter future through the EU 2020 Strategy. EU 2020 aims to deliver greener and socially inclusive growth, as outlined by President Barroso in his Political Guidelines. The new Strategy will build on the achievements of the Lisbon Strategy, while learning its lessons. The consultation paper sets out a vision for how EU 2020 will focus on entrenching recovery from the crisis, helping to prevent a similar one in future and on three thematic objectives: creating value through knowledge; empowering people in inclusive societies; and creating a competitive, connected and greener economy. The deadline for responses to the consultation is 15 January 2010. The new Commission will then make a detailed proposal to the Spring European Council.

European Institute of Innovation and Technology (EIT) launches the first three Knowledge and Innovation Communities (KICs)

(17 December 2009)The European Institute of Innovation and Technology (EIT) announced today its first three Knowledge and Innovation Communities (KICs). KICs are highly integrated partnerships, bringing together excellent higher education, research and business around the topics of climate change mitigation and adaptation ('Climate-KIC'), sustainable energy ('KIC InnoEnergy') and the future information and communication society ('EIT ICT Labs') respectively. The launch of the KICs marks a crucial step in setting up the EIT, which is designed to become a role model for boosting innovation in Europe and thereby contributing to the goals of the future EU 2020 strategy.
