EVENT ANNOUNCEMENT
Final EURASIAPAC Workshop

30 November 2011 Brussels, Belgium

The EURASIAPAC project aims to contribute to the facilitation of ICT related research cooperation between Europe and countries of the Asia-Pacific region (Australia, Japan, New Zealand, and the Republic of Korea). Actions to design effective funding and cooperation programmes aiming at strengthening ICT research cooperation between Europe and Asian-Pacific countries will be discussed. The EURASIAPAC Cooperation Portal and the EU-Asia-Pacific ICT Cooperation Strategy will be presented, two main project outcomes, gathering results from the thematic workshops with ones from the expert online consultation, identifying current and emerging research and cooperation priorities as well as major players in the ICT research field. The Cooperation Portal will be used also as a tool to ensure the sustainability of the project while increasing international ICT research collaboration opportunities between the two regions.

EPoSS General Assembly, Annual Forum & Proposers' Day 2011

5 October 2011 - 7 October 2011 Barcelona, Spain

The European Technology Platform on Smart Systems Integration (EPoSS) will report on its activities during the General Assembly. The Annual Forum will be open to all stakeholders. Representatives from industry and research will present design, integration, manufacturing, and commercialization solutions for Smart Systems. A call for presentations has been launched. The Proposers' Day is an information, brokerage and training event for the Smart Systems community. Its focus is on relevant objectives of the ICT Work Programme and upcoming calls. Funding opportunities for Smart Systems projects in the current round of calls amount to 200 M€. Participants are invited to present project proposals, display technology offers and build consortia. In addition, they will have the opportunity to participate in a special COWIN training session on IPR issues in research projects.

Regional Innovation through the Future Internet Public Private Partnership

10 October 2011 - 13 October 2011 Brussels, Belgium

Europe needs strong measures to boost its economic growth through productivity and innovation for job creation in the coming years. It is widely recognized that the autonomous activities of single organizations cannot produce those radical, cross-disciplinary and architectural innovations that sufficiently address the need for public sector transformation in Europe. The use of advanced technologies and the promotion of innovation has become a cornerstone of European policy making. Next to an obvious R&D focus, EU innovation policy also incorporates a deployment and piloting perspective. This is embodied in the the Future Internet PPP (FI-PPP). This non-technical workshop presents and debates the value of the FI-PPP for regional innovation, showcasing examples and exploring opportunities for involvement of new regions and cities.

OPEN DAYS 2011 : Investing in Europe's future: Regions and cities delivering smart, sustainable and inclusive growth

10 October 2011 - 13 July 2011 Brussels

The 9th OPEN DAYS will be held over four days from 10 to 13 October, in a period during which the debate on the European Commission's legislative proposals for cohesion policy post-2013 and the budget debate in the Council and the European Parliament about size, duration and priorities of the forthcoming Multi-annual Financial Framework will dominate the political agenda. This will happen against the backdrop of continued efforts at all levels of governance to exit the financial and economic crisis and the 2nd year of implementation of the 'Europe 2020' strategy. The latter will influence the discussion about objectives of the new generation of cohesion policy programmes. Regions and cities will play a major role in the discussions on the above-mentioned issues. Their input with regard to a more efficient delivery of cohesion policy will be particularly valuable. Registration for individual participants of the OPEN DAYS 2011 is now open.

MultiCountry seminar on eHealth

14 July 2011 - 15 July 2011 Brussels, Belgium

The European Commission is organising a multi-country seminar on eHealth open to participants from all Enlargement and Neighbouring countries. This "by invitation only" seminar will gather 42 representatives of the following 22 countries (Enlargement countries: Albania, Bosnia and Herzegovina, Croatia, Fyrom, Kosovo (under UNSCR 1244/1999), Montenegro, Serbia, Turkey; Neighbouring countries - South: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine, Tunisia; Neighbouring countries - East: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine). The seminar will be the opportunity to learn about developments in eHealth in the relevant countries and allow the beneficiary countries to benefit from technical assistance tools available at EC level, so as to foster the development of eHealth in the countries concerned. PRESS RELEASE
Addressing the challenges of an ageing population

(15 July 2011) The European Commission calls on EU Member States to develop and pursue a common vision on how to coordinate research at EU level in the field of ageing. This was the message of a Recommendation just adopted by the Commission entitled "More years, better lives - the potential and challenges of demographic change". The Recommendation urges Member States to participate in a Joint Programming Initiative on ageing populations in research areas such as how to retain people in the labour market, how to help older people remain active for as long as possible, in good health and with a better quality of life and how to make our future care systems sustainable.

More open access to scientific information - Commission seeks views

(15 July 2011) A public consultation on access to, and preservation of, digital scientific information has been launched by the European Commission on the initiative of European Commission Vice President for the Digital Agenda Neelie Kroes and Commissioner for Research and Innovation, Máire Geoghegan-Quinn. European researchers, engineers and entrepreneurs must have easy and fast access to scientific information, to compete on an equal footing with their counterparts across the world. Modern digital infrastructures can play a key role in facilitating access. However, a number of challenges remain, such as high and rising subscription prices to scientific publications, an ever-growing volume of scientific data, and the need to select, curate and preserve research outputs. Open access, defined as free access to scholarly content over the Internet, can help address this. Scientists, research funding organisations, universities, and other interested parties are invited to send their contributions on how to improve access to scientific information. The consultation will run until 9 September 2011. Accessing and re-using knowledge is a key objective of the Digital Agenda for Europe and the Innovation Union.

Commission consults on practical rules for notifying personal data breaches

(14 July 2011) The views of telecoms operators, Internet service providers, Member States, national data protection authorities consumer organisations and other interested parties are being sought by the European Commission on whether additional practical rules are needed to make sure that personal data breaches are notified in a consistent way across the EU. The revised ePrivacy Directive (2009/136/EC), which entered into force on 25 May 2011 as part of a package of new EU telecoms rules, requires operators and Internet service providers to inform, without undue delay, national authorities and their customers about breaches of personal data that they hold. The Commission wants to gather input based on existing practice and initial experience with the new telecoms rules and may then propose additional practical rules to make clear when breaches should be reported, the procedures for doing so, and the formats that should be used. Contributions to the consultation are welcome until 9th September 2011.

CALL FOR TENDERS
SMART 2011-0036 Quantifying public procurement of research and development of ICT solutions in Europe

(Deadline: 16/09/2011) This study aims to gather data about the amount of public procurements of research and development that are taking place in the Member States and that are not tendered EU wide. The purpose is to quantify the data in such a way that also allows the identification of R&D procurement expenditure across areas of public sector activity, and across categories of expenditure, in particular for this study focusing on ICT related goods and services procured. This study should be carried out in line with R&D expenditure measurement methodologies already used in official yearly statistics, scoreboards and benchmarking exercises relating to R&D expenditure across Europe in comparison with the rest of the world developed by EUROSTAT in cooperation with member states' national statistics offices, OECD and the European Commission. The study is taking place in the context of the Digital Agenda for Europe and wider Innovation Union objectives to enable more informed decision making when it comes to designing policies for encouraging innovation from the public demand side, such as pre-commercial procurement. The study should be carried out in view of developing guidelines for policy makers to set up a systematic way of collecting this type of national data in the future.

Report of the workshop "Addressing demographic change: a socio-economic challenge and opportunity for Europe"

8 July 2011

The objective of this workshop was to present progress and explore the thematic areas of the pilot European Innovation Partnership on Active & Healthy Ageing (EIP). It also aimed to demonstrate the EIP's links to Actions 75 and 78 of the DAE and to provide an opportunity for stakeholders to give feedback on both the EIP and the DAE eHealth actions.

Report of the workshop "Support for companies developing Ambient Assisted Living solutions to achieve the market breakthrough"

The European Commission and the AAL Joint Programme have funded several activities in the area of innovative AAL solutions for some years. In particular, objective 7.1b of FP7-ICT-2009-4 targeted the consolidation of cutting-edge R&D results towards a single European platform for AAL that has led to funding the project universAAL . However, it is not clear what guarantees the success of this policy? How about the other initiatives that continue to propose their own innovative platforms for AAL? It seems that additional measures, such as stress testing, are needed towards delivering the evidence that candidate platforms are effectively applicable in real production settings and can achieve breakthroughs in terms of widespread availability and deployment of AAL solutions. In alignment with the European Innovation Partnership on Active and Healthy Ageing, the main motivation behind the workshop was to evaluate the idea of funded European projects for partnership in porting a wealth of applications to candidate platforms as an instrument to have such platforms show their practical usefulness, to spread the knowledge, to create an initial portfolio that helps to penetrate the market, and to seek consolidation opportunities.

Various questions where asked to speakers from the session (Agneta Granstrom, Norbotten Council; Nicole Denjoy, Secretary General COCIR and Claus Duedal Pedersen, Region of South Denmark) on the advantages of regionalisation of health services, the use of EC structural funds to invest in efficient eHealth solutions, existence of concrete examples of great achievements in eHealth, the political will to support the involvement of the European regions in the deployment of eHealth, etc.
