PRESS RELEASE
Telecoms: Commission accepts virtual unbundling of networks in Austria as temporary measure; criticises local access market definition

(18 June 2010)The European Commission has decided to accept a proposal of the Austrian telecoms regulator, Rundfunk und Telekom Regulierungs GmbH (RTR), to oblige Telekom Austria to provide 'virtual' access to its network to alternative operators via a virtual unbundling access product (vULL). This solution will, in the short term, encourage competition on the Austrian telecoms market by making it easier for other companies to offer their services. However, the Commission underlined that this should only be a transitional measure. Moreover, the Commission criticised the Austrian telecoms regulator for basing its analysis of the market for access to the local loop on an outdated market definition, which excludes the fastest type of network - optical fibre. In the medium to long term, the Commission fears that RTR's decision to exclude fibre will create obstacles to competition. It has therefore asked RTR to reconsider the market definition at the earliest opportunity and to ensure full fibre unbundling of the network of Telekom Austria (TA) as soon as this is technically and economically possible.

CALL FOR TENDERS
Using network analysis to monitor and track effects resulting from changes in policy intervention and instruments - SMART 2010/0025

(Deadline: 19/07/2010) The study aims to develop a sound theoretical and conceptual framework and a methodology with a view of simulating (a-priori) impacts of future EU Level Information Society policy interventions. Furthermore, it should help to construct a solid evidence base for future impact assessment and evaluation of Information Society policy interventions under the upcoming Framework Programme 8.

Workshop on Cable TV receivers affected by new radio services in the 800 MHz band

After the adoption of a Commission Decision on the harmonisation of technical conditions in the 790-862 MHz frequency band ("800 MHz band"), several studies from Member States and stakeholders have come to the conclusion that the introduction of new wireless broadband services in the 800 MHz band could have an impact on cable TV services. The Commission organised a first workshop on 25 January 2010 in order to discuss the situation with the different stakeholders. The main objective of this second workshop is to examine the results of further studies that have been carried out, and in particular review the work of the Joint Working Group ETSI/CENELEC.

AAL Forum - Active Ageing: Smart Solutions, New Markets

The Ambient Assisted Living Forum (AAL Forum 2010) aims to provide a platform for all stakeholders - investors, researchers, policy makers, industry providers and end-users - to discuss smart solutions for improved quality of life in later years. Ambient Assisted Living Technology is a relatively new and vibrant field of investment, research and development. Policy makers are already exploring options and planning on future technology investments in this area. Several regional and national initiatives are emerging around Europe to support public and private investment. In support of this, the 2010 AAL Forum will now launch and host the first ever European 'AAL Investment Forum'. The objective of the one-day Investment Forum is to improve communication between investors and researchers and introduce investors to projects which require immediate and/or long term funding. The event will provide a matchmaking bazaar and tailored presentations for investors, software developers and other interested parties.
