The objective of the event is twofold: on the one hand the conference aims to show the significant progresses made by the AAL JP projects and its practical implications on the daily life of seniors. On the other hand, considerable attention will be dedicated to the most recent EU initiatives, like the European Innovation Partnership and its pilot on Active and Healthy Ageing promoted by the European Commission. The AAL Forum will bring together industry stakeholders, researchers, entrepreneurs, end-users and policy makers and will provide them with a unique sharing-knowledge platform to discuss the way forward of innovations for active ageing.

E-Health: Working Towards a New Holistic Healthcare Plan for Europe

23 March 2011 - 24 March 2011 Brussels, Belgium

Health practitioners face new and evolving challenges, such as ageing populations, personalised healthcare requirements and new regulations, whilst adjusting to financial pressures and ever increasing public expectations. This symposium will address these challenges and look at the latest technological developments, including management of patient treatments, electronic prescriptions, digital medical imaging, electronic medical records and data security, with a view to improving the quality and efficiency of healthcare across Europe.

ICT PSP Work Programme 2011 adopted, launch of the 5th Call for Proposals

(25 February 2011) The ICT PSP WP2011 was formally adopted by the Commission today, Friday 25 February. An Information Day, on the 5th Call for proposals, will take place in Brussels on Monday 28 February and this will be web streamed. The 5th Call for proposals, based on ICT PSP WP2011, will be open from 1 March until 1 June 2011. The WP describes the themes, the objectives and the types of actions that will be supported following the calls for proposals. This year, the focus is on 5 themes: 1. ICT for a low carbon economy and smart mobility 2. Digital Content 3. ICT for health, ageing well and inclusion 4. ICT for innovative government and public services 5. Open innovation for Internet-based services in "Smart" cities After the evaluation of the proposals and the negotiations for the retained ones, the projects should be launched by the end of 2011 or early 2012. Up to 40 additional actions, mainly pilot ones, would complement the approximately 100 Pilot and 30 Networking actions, that have been launched over 2007-2010 (for nearly 310 M€). In addition 9.5 M€ should be dedicated in 2011 to studies, benchmarking surveys and high level conferences. Report reveals the need for more investment in healthcare ICT

(22 February 2011) According to a report conducted by an international consulting company on behalf of the Norwegian Medical Association and Nurses, data systems in Norwegian healthcare should be further developed and standardised so that healthcare staff can easily communicate via a secure network. The report, presented to Robin Kåss, State Secretary in the Norwegian Ministry of Health and Care Services in February 2011, shows that if ICT systems work better in healthcare, patients will receive both faster and safer treatment. The Norwegian hospitals invest about 1.6 % of disposable assets in ICT, an amount smaller than the one invested in hospitals by the neighbouring Nordic countries.

Policy lessons from a decade of eGovernment, eHealth & eInclusion - call for articles (deadline 25/4/2011)

(23 February 2011) The call for articles for the 14th Edition of the European Journal of ePractice will be devoted to the theme 'Policy lessons from a decade of eGovernment, eHealth & eInclusion'. The key question of this issue is: what are the theoretical and interpretative frameworks that can help us make better sense of the evidence already collected and support new and innovative policy approaches? Given the broad scope of the Policy Lessons issue, the call for papers for this edition provides a list of non-exhaustive topics for potential authors to think about. Contributions of both an empirical and theoretical nature, from policy, organisational and/or technical perspectives are welcome. Public Consultation: Green Paper on a Common Strategic Framework for future EU Research and Innovation Funding

(21 February 2011) On 9th February 2011, the European Commission presented a Green Paper which proposes major changes to EU research and innovation funding to make participation easier, increase scientific and economic impact and provide better value for money. The changes, to be introduced in the next EU budget after 2013, would bring together the current Framework Programme for research, the Competitiveness and Innovation Programme, and the European Institute of Innovation and Technology. The Commission is seeking the views of all interested individuals and organisations on these proposed changes and on the specific questions set out in the Green Paper. The deadline for contributions is Friday 20 May 2011. In parallel, a competition for the name of the Common Strategic Framework is being organised. There are a number of ways to contribute through the website: an online questionnaire based on the Green Paper, submission of written responses, an interactive blog and events, which are being organised by countries and organisations during the consultation period. The responses received will be analysed carefully be the Commission services. They will be used to design the proposals, to be presented by the Commission by the end of 2011, for a legislative decision of the Council and Parliament on the Common Strategic Framework.

Launch of public consultation on electronic identification, authentication and signatures in the European digital single market

(18 February 2011) On 18th February 2011, the Commission launched a public consultation on electronic identification, authentication and signatures in the European digital single market. The consultation seeks feedback on citizens' and businesses' expectations of EU rules on electronic signatures, identification and authentication; the ICT sector's view on how eSignatures can be best tailored to face the forthcoming challenges triggered by technological progress. Interested parties are asked to express their views by 15 April 2011 on existing barriers, security requirements, potential grading of security levels, and expectations on standardisation; the common set of principles which should guide the mutual recognition of eIdentification and eAuthentication in Europe, as well as considerations for economies of scale by allowing national eID systems, benefiting users across EU borders, and cross-sector uses in the public and private sectors; the potential contribution of research and innovation to the development of new eIdentification and eSignatures authentication, such as alternatives to Public Key Infrastructure (PKI) currently in use for the easy management of electronic signatures, and eID-cards. The online questionnaire has been designed to be quick to complete, and it is not necessary to answer all questions.

European eHealth Week 2011 Confirms Participation of Prominent Organizations, Partners, Exhibitors and Country Pavilions

(17 February 2011) Some of the world's most prestigious and influential eHealth organisations and industry partners will participate in this year's event to exchange views with EU governments representatives (Budapest, Hungary, 10-12 May, 2011). Among them, the Innovative Medicines Initiative (IMI), Germany's Federal Association for Information Technology (BITKOM), the European MHealth Alliance, the Continua Health Alliance, Netc@rds, ASIP Santé, AP-HP Paris, Vivantes Berlin and UKE Hamburg. Sweden, Turkey, Denmark and other major countries will showcase their projects on the exhibition floor in a country pavilion, alongside some of the largest industry partners such as HP, AGFA, Magyar Telekom / Deutsche Telekom and INTEL.

European countries on their journey towards national eHealth infrastructures

24 February 2011

The eHealth Strategies study analyses policy development and planning, implementation measures as well as progress achieved with respect to national and regional eHealth solutions in EU and EEA Member States, with emphasis on barriers and enablers beyond technology. The focus is on infrastructure elements and selected solutions emphasised in the European eHealth Action Plan of 2004.

Dynamic health systems and new technologies: eHealth solutions at regional and local level

In the future, ICT will offer a growing range of possibilities for modes of health service delivery encompassing communication between patients and healthcare professionals, health literacy, the storage and use of medical data, safety and effectiveness of treatment, location of healthcare service provision as well as cost and efficiency of care2. In addition, advances in medical science and medical technology will provide new possibilities for prevention and care. This report reviews eHealth-related initiatives implemented throughout the European Union (EU) at the local and regional level, with a focus on the role played within these initiatives by local and regional authorities (LRAs) and other relevant actors. The aim of the review is to provide an understanding of most common initiatives promoted at the territorial level, highlighting those creating value and sustainable solutions and, accordingly, drawing conclusions about how these interventions may be further supported and facilitated at EU level.
