Telecoms: Commission raises serious doubts about Lithuania's proposed definition of access network markets

(11 March 2010)The European Commission has informed the Lithuanian national telecoms authority, Rysiu reguliavimo tarnyba (RRT), that it has serious doubts about its definition of the markets for access services used by alternative operators to connect final consumers to telecoms services like telephone and internet. RRT has defined two separate markets for access to copper and fibre networks close to the final customer, called the "last mile" or "local loop". RRT makes a distinction between unbundled copper loops and unbundled optical fibre-to-the-home (FTTH) loops. The distinction has not been justified in accordance with the principles of competition law. At the same time, RRT does not include unbundled fibre-to-the-building (FTTB) loops in its defined markets. While FTTH lines are deployed directly to a customer's home, FTTB lines only reach a building which can comprise several households. In the Commission's view, this means that alternative telecoms operators (other than the incumbent TEO) could find it difficult to access TEO's networks to reach final consumers regardless of the technology used. This approach could restrict competition; discourage investment in Next Generation Access broadband networks by both incumbent and alternative operators and in the end lead to higher prices and lower quality services for customers. During the next two months the Commission will call for and assess further clarifications and market data from both RRT and market players. In the meantime, RRT cannot adopt its proposed measure.

ICTs: Building the green city of the future

The theme of the Shanghai World Expo 2010 is: "Better City, Better Life", referring to the common wish for better living standards in future urban environments. Through different sub-themes, Expo 2010 will create blueprints for future cities and harmonious urban life styles. Smart buildings, smart grids that will create greater energy efficiency, intelligent transport systems that can get our cities moving again, multimedia conferencing systems and teleworking technologies that will reduce travel : ICTs have an important role in urban sustainability. ITU is working on many fronts to foster the use of green ICTs to reduce green house gases. This ITU workshop particularly aims at capturing student visions of the role for ICTs in providing for urban sustainability. The workshop is calling for original academic presentations offering innovative approaches addressing this challenge (submission deadline : 15 March) and a prize fund totaling $10,000 will be awarded to the three best presentations.

It will also offer an important forum for discussions on e-Health projects supported by world bodies such as ITU, WHO and the EU, including FP6 and FP7 European projects.

The ACGT Competition is open!

(9 March 2010)ACGT is a European Union co-funded project aiming at developing open-source, semantic and grid-based technologies in support of post genomic clinical trials in cancer research. It addresses clinicians, bio-researchers as well as software developers' needs, providing an open platform where novel and powerful services can be offered and used by practitioners in the field.The ACGT Competition has been set up to encourage the development of Grid enabled services that can be used for the support of multi-centric clinical trials and research. It is open to all parties that are interested in developing ACGT-compatible services. The competition will take place between March and June 2010. Deadline for registration is 30 March, for submission 30 May.

VPH 2010 - Call for Abstracts

30 September 2010 - 1 October 2010 Brussels, Belgium

The European Commission launched the Virtual Physiological (VPH) initiative to research and develop patient-specific computer models for personalised and predictive healthcare and ICT-based tools for modelling and simulation of human physiology and disease-related processes. This is the first of a series of conferences to be held by the VPH Network of Excellence (VPH NoE). The VPH NoE is an umbrella project, representing the Virtual Physiological Human Initiative set up by the European Commission under the 7th Framework Programme. The VPH NoE is also responsible for producing a 'VPH Vision and Strategy Document' in preparation of the next calls under FP7, FP8 and for European large infrastructural actions. A call for abstracts has been launched (Deadline: 1st May)

eHealth week 2010 - Barcelona

For the first time, the Ministerial High Level Conference on eHealth and the World Health IT (WoHIT) Conference and Exhibition are being held in the same week in a joint initiative called "e-Health Week 2010". More than 2500 delegates are expected during this eHealth week, representing the majority of eHealth sector: ministers, members of the public administration, clinics, suppliers and managers of information and informatics systems. An interactive exhibition will gather more than 75 exhibitors and country pavilions. Check regularly the WoHIT website as updates are being made every week.

OASIS project video

The Open architecture for Accessible Services Integration and Standardization (OASIS) project - a Large Scale Integrated Project co-financed under FP7 - has released its first animated project video. The project's scope is to revolutionise the interoperability, quality, width and usability of services for all the daily activities of older people. More specifically, OASIS intends to use ICT and other key technologies to provide holistic services to older people in order to support their physical and psychological independence, stimulate their social or psychological engagement and foster their emotional well being.
