- European Commission supports 'talking' cars for safer and smarter mobility in Europe

(24 March 2010)For the first time in Europe, 'talking' cars will be out in normal traffic on ordinary roads on 24th March, thanks to European Commission-funded research. These cars will communicate with each other and with road infrastructure (traffic signs, lights, management centres) whilst being driven in everyday traffic around Amsterdam Airport. The information exchanged with other cars and infrastructure gives drivers additional information, such as hidden hazards, beyond what they can see and hear. This road test aims to demonstrate that cooperative mobility, which is based on vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) communication, is working and has the potential to make car trips safer and more energy efficient.

- Telecoms: Commission facilitates use of mobile phones on ships in European waters

(19 March 2010)The European Commission has adopted new rules to make it easier for passengers and crew on ships in the EU's territorial waters to make mobile phone calls or send and receive text messages when they are out of range of land-based mobile phone networks. The new rules harmonise the technical and legal conditions for on-board communication services and pave the way for innovative applications, such as remote monitoring of containers stored on-board. This brings new legal certainty and economic opportunities, for service providers who want to offer seamless maritime mobile connectivity across borders.

- Telecoms: Lithuania withdraws proposed regulatory measures on network access market

(23 March 2010)On 16 March 2010 the Lithuanian telecoms authority RRT informed the European Commission that it was withdrawing its proposed measure on network infrastructure access markets. These access services are used by alternative operators to connect their customers to telecoms services like telephone and internet. The Commission had earlier this month raised serious doubts about the compatibility of the proposed regulation with the principles of EU competition law and EU's telecoms rules and had launched a two month investigation. RRT has now indicated to the Commission that it intends to revise its findings and notify the revised measure to the Commission.

- Conference "The European RTD Framework Programmes: From Economic Recovery to Sustainability"

The Spanish EU Presidency in collaboration with the European Commission organises in Valencia on 13/14 April 2010 the conference "The European RTD Framework Programmes: From Economic Recovery to Sustainability". In addition to the role DG Information Society plays in the ongoing public-private partnerships of the recovery package, notably Factories of the Future, Energy-efficient Buildings and the European Green Car Initiative, the Commission will launch on 14 April a new public-private partnership on Future Internet. Opened by Ms. Cristina Garmendia, Minister of Science and Innovation, Government of Spain, high-level participants from public and private stakeholders will debate the state-of-play and trends in the different public-private partnerships initiated by the European Commission. The conference will close with a speech by Commissioner Neelie Kroes. Following the conference, on 15/16 April, DG Information Society will hold in the same premises the open 5th Future Internet Assembly (FIA) conference which will bring together some 350 participants from more than 90 projects working on the Future of the Internet.

- Smart Living event will help disabled and older people

Organisations which are involved in developing and implementing smart living systems and products for disabled and older people are being brought together at a London event to plan greater co-operation in the future. Companies involved in building, engineering, medicine, energy and communications, together with architects, organisations providing caring resources, and bodies representing disabled and older people are being invited to a seminar entitled "Smart Living - the way forward for disabled and older people". Dr John Gill, chairman of PhoneAbility, organisers of the seminar in collaboration with the Department for Business, Innovation and Skills, said: " There are lots of organisations which are doing splendid work to help disabled and older people lead easier lives in their homes. But they tend to work in isolation, producing stand-alone systems, and we see a great need not only to bring such organisations together but to get them to work together on a coherent policy in the provision of smart living systems. We want our delegates to be aware, too, of advances in this area taking place in other countries."

- Simulation and Virtual Reality to Support Accessible Product Design and Development: new research project launched

(19 March 2010)The VERITAS (Virtual and Augmented Environments and Realistic User Interactions To achieve Embedded Accessibility DesignS) project aims to ensure that future products and services are being systematically designed for all people including those with disabilities and functional limitations as well as older people. It will develop, validate and assess tools for built-in accessibility support at all stages of ICT and non-ICT product development, including specification, design, development and testing. It will introduce simulation-based and virtual reality testing, utilizing virtual users, at all stages of assistive technologies product design and development. VERITAS is an integrated project under the EU's 7th Research Framework Programme.

This event is organised by the INCLUSO project, aiming to gather international specialists in the field of social software use and improvement of social inclusion for disadvantaged youngsters. Delegates from decision making groups such as governments and the European Commission will be among the participants. A call for papers has been launched (Deadline 22 March). The collaborative INCLUSO project (funded under FP7) aims to deliver a verifiable proof that ICT, and more precisely social software tools, can facilitate social inclusion of youth at risk.

This Consultation meeting brought together experts from all over Europe. The objective was to provide strategic guidance for future topics for the ICT Policy Support Programme in the field of ICT & Ageing for 2011 and beyond. The outcome will be used as input for the preparation of future calls for proposals. Topics under the ICT Policy Support Programme were discussed, in particular demand driven pilot projects related to independent living of elderly people: Fall prediction, prevention and protection of elderly people; Enhanced mobility of elderly people. The meeting was organised back to back with a consultation meeting on the AAL Joint programme.
