- Public consultation on a possible successor to PROGRESS 2007-2013

(13 April 2011) The Commission has undertaken the review of its financial instruments for the next post-2013 multiannual financial framework. The EU programme for employment and social solidarity, – PROGRESS (2007-2013), is also subject to a review. In this context, DG Employment, Social Affairs and Inclusion invites you to take part in the public consultation on a successor instrument. PROGRESS was established to support financially the implementation of the objectives of the European Union in employment, social affairs and equal opportunities. It aims to improve the application of EU law and achieve shared understanding and ownership of EU objectives and policies among the decision makers and stakeholders both at the EU level and in the Member States. The programme supports studies, development of statistics and data on relevant subjects, funds European observatories and awareness campaigns, and provides financial support for legal and policy practitioners, expert networks and NGOs fighting social exclusion and discrimination. It has worked to bring together policymakers at EU, national and regional levels, experts and civil society representatives. This public consultation targets key stakeholders of the PROGRESS programme, in particular relevant authorities in the participating countries, including public employment services, local and regional authorities, specialised bodies provided for under Union law; social and economic partners; NGOs; higher education institutions and research institutes, experts in evaluation, and the media.

- eHealth Week 2011: Information Technology provides a cure for Europe's mounting healthcare costs

(10 May 2011) In the context of an ageing population, cutting-edge but expensive medical treatments and of a well-informed, demanding population, Information Technology is a cornerstone for a sustainable world-class healthcare for Europe. At the eHealth Week 2011, the annual gathering of the European eHealth communities, stakeholders will draw the attention on how IT solutions can make Europe's health systems fit for future challenges. "Current methods of delivering healthcare are simply not sustainable in the face of demographic changes and the expected chronic disease wave". More than 30% Europeans will be 65 or over in 2025. Chronic diseases such as diabetes are likely to double or even triple over the next 20 years, leading to a shortage of specialists and care givers. Even today, staff costs are estimated to account for 50-70% of healthcare costs. (Text available in EN, FR, ES, IT, PL, HU)

- Webstreaming of High level conference "Towards the European Year for Active Ageing and Solidarity between Generations (2012)"

The conference will be an important milestone towards the European Year for Active Ageing and Solidarity between Generations (2012) and should help to mobilise stakeholders at all levels. Member States, regional and local authorities, social partners and civil society organisations will be invited to commit on specific objectives and activities in view of the European Year 2012. A first version of the future website of the European Year 2012 will be launched. The conference is now booked out and registration is no longer possible. The conference will be webstreamed and can be followed in English, French, German, Italian and Spanish. A link will be available on the day of the conference.

- Developing Ideas for the Active and Healthy Ageing Innovation Partnership

This satellite event will occur during of the eHealth Week 2011, Budapest. It will gather key stakeholders from industry, policy, research, service providers and users to develop ideas for possible large scale initiatives under the Active and Healthy Ageing Innovation Partnership.

The Digital Agenda for Europe (DAE) - launched in May 2010 - is the European Union's road map for bringing the benefits of a digital society and economy to Europe's citizens. But it can only deliver if all stakeholders are involved in assessing problems and identifying solutions. The Assembly will be a mixture of workshops, designed to identify solutions to specific challenges and plenary sessions designed to synthesise the discussions and identify the way forward.

- Results of the Consultation on the Pilot European Innovation Partnership on Active and Healthy Ageing

From 26 November 2010 to 28 January 2011, the European Commission ran an online public consultation seeking the views of all interested stakeholders on various aspects of the pilot partnership. The public consultation obtained a total of 524 contributions, thereby providing the Commission with a very rich, diverse and unique feedback. The wealth of experiences and initiatives brought forward by the respondents reveal some key dimensions: Being active locally and regionally but fully benefiting from the richness of global knowledge and experiences; Focusing on implementation and bringing tangible results to the citizens through more coordinated actions; Thinking outside of the usual channels, structures and definitions. These dimensions can be translated into more concrete suggestions. Respondents see the role of the Partnership relating to 1) funding 2) evidence, 3) regulation and framework conditions and 4) building capacity/skills. In this regard, the respondents' proposals for action can be mapped onto the four main areas for European level EIP action: Joining up efforts by encouraging cooperation based on a shared vision and common targets, fostering synergies and avoiding overlaps, to achieve results that respond better to citizens' needs; Bridging the gaps between public and private actions and instruments by addressing the lack of support on innovation to considerably reduce the time-to-market of research and innovation breakthroughs; Facilitating scaling up of results by reducing complexity, overcoming fragmentation and enabling different approaches to converge; Improving the framework conditions by removing bottlenecks and anticipating common regulatory and other needs for all stages of the innovation chain to achieve critical mass.
