PRESS RELEASE
Competitiveness Council – 30 & 31 May 2011

(27 May 2011) The EU competitiveness Council will meet in Brussels on Monday 30 and Tuesday 31 May under the chairmanship of Mr Zoltan Csefalvay, Minister of State for Strategic Affairs of Hungary. The European Commission will be represented by Vice-President Neelie Kroes, responsible for Digital Agenda, Vice-President Antonio Tajani, responsible for Industry and Entrepreneurship, Commissioner Marie Geoghegan-Quinn, responsible for Research and Innovation, Commissioner Michel Barnier, responsible for Internal Market and Services and Commissioner Androulla Vassiliou, responsible for Education, Culture, Multilingualism and Youth. Commission and Member States are expected to make a push on several key issues: patent, Single Market Act, Innovation, Research, Digital agenda and Education.

PRESS RELEASE
Commission sets out "blueprint" for Intellectual Property Rights to boost creativity and innovation

(25 May 2011) Intellectual property rights (IPR), which comprise patents, trademarks, designs and geographical indications, as well as copyright (authors' rights) and rights related to copyright (for performers, producers and broadcasters), have been around for centuries. Often, without our even realising, they affect our daily lives: they protect the technology we use (cars, mobile phones, trains), the food we eat and the music we listen to or the films we watch. But in the last few years, technological change and, in particular, the growing importance of online activities, have completely changed the world in which IPR operate. The existing mix of European and national rules are no longer adapted and need to be modernised. That is why the Commission has adopted today a comprehensive strategy to revamp the legal framework in which IPR operate. Our objective is to enable inventors, creators, users and consumers to adapt to the new circumstances and to enhance new business opportunities. The new rules will strike the right balance between promoting creation and innovation, in part by ensuring reward and investment for creators and, on the other hand, promoting the widest possible access to goods and services protected by IPR. Getting this balance right will make a real difference to businesses (from the individual artist working alone to the big pharmaceutical companies) by encouraging investment in innovation. This will benefit the EU's growth and competitiveness which is delivered through the single market. Consumers will benefit from wider and easier access to information and cultural content, for example online music.

Call for abstracts for the "Young Researchers' and PhD Workshop – Research on Innovative Solutions for Elderly" at the Ambient Assisted Living Forum (AAL) Forum 2011

(26 May 2011) Young scientists are invited to submit an abstract for the "Young researchers and PhD workshop". There will be 5 different tracks: 1. Computing and Serious Games ; 2. Social inclusion, mobility and networking ; 3. Ambient Assistance & Robotics ; 4. Innovative developments: Neurotechnologies ; 5. A fifth miscellaneous track will embrace all the subjects which are not included in the other four tracks. Submission Deadline is 30 June 2011 The AAL Forum 2011 will be held at the Grand Hotel Tiziano e dei Congressi in Lecce, Italy, on September 26-28th 2011.

A conference will be held in Brussels to raise awareness in the Regions of the forthcoming FP7 calls to be published later in July. The event however will not discuss the future calls in FP7 directly, as these will be covered by future targeted information sessions.

Netc@rds - A step towards the electronic European Health Insurance Card

NETC@RDS enables the Health Practitioners to check foreign patients' entitlement to health care. It is based on an agreement, so-called the General Agreement, between Health Insurance Organisations (HIO) aiming to provide easier access to cross-border healthcare for citizens travelling abroad but inside the EEE/EU and Switzerland. The service can be provided via an eye-readable EHIC, a national health insurance electronic card, or via certain national e-ID chip cards issued by the responsible government authorities of the participating partners.

Latest videos uploaded present topics such as research undertaken to fight breast cancer, stress disorder, Bipolar disorder, Child's rare diseases, drug effects on the heart, etc (Monarca, PreDiCT, Interstress, Hamam). It features also the European Health Card (Netc@ards) and many others will be added in the near future.

Personalised solutions for the treatment of traumatic brain injuries

Traumatic brain injury (TBI) occurs when a sudden trauma causes damage to the brain – it is a major health problem and the most common cause of permanent disability in people under the age of 40 years. Yearly cost from TBI in Europe exceeds 100 billion euros. Recent statistics show a steep increase in the incidence of TBIs, with an increase of 21 % over the last five years – threefold greater than the rate of increase in population. Despite this TBI has been seriously underrepresented in medical R&D efforts compared to many other, less significant health problems. The TBIcare project aims to provide an objective and evidence-based solution for management of TBI by improving diagnostics and treatment decisions for an individual patient.

MONARCA: MONitoring, treAtment and pRediCtion of bipolAr Disorder Episodes

MONARCA EU funded project is a mobile phone application designed to support the treatment and management of bipolar disorder. Monitoring of behavioral data is achieved through user-sensitive data collection and clinically focused analysis and feedback. Persuasion is used to help patients follow treatment recommendations that will allow them to manage their illness throughout their lifetime. Analysis of behavioral data collected can help to predict and prevent the relapse of critical episodes.

The preDiCT Project: computational models of drug effects on the heart

Video describing the preDiCT project, funded by the European Commission 2008-2011. Cutting-edge computational (computer) models of the heart from cellular to organ level, including drug effects. preDiCT has a three-year mission to model, simulate, and ultimately predict the impact of pharmacological compounds on the heart's rhythm using computer models.
